Newburgh is the town right across the river from where I live and the city where I worked for 15 years. It has seen a number of improvements over the last many years, but clearly it has a ways to go. At 106 gang-related arrests it far exceeds any other place on this list. And, to be sure, is much worse than the places you’d expect to have gang-related issues.
